The roster construction period of the NFL offseason essentially is complete.
We’ve been through cuts and trades, a free-agency feeding frenzy and the NFL draft. Veterans have been signed, and prospects have been assigned, stuffing NFL teams with talent that will be evaluated and eventually whittled down before the 2019 regular season starts.
Some teams have gotten better. Others will remain great. Cellar dwellers are so far from good that one offseason couldn’t launch them over the top.

That’s why these power rankings, based exclusively on paper evaluation, look so different than last season’s end. We might not agree -- OK, we assuredly won’t -- but we can fill dead space in the football calendar with our NFL post-draft power rankings.
