
OAKLAND -- A holding penalty on Rock Cartwright on the opening kickoff of the second half of the Raiders' regular-season finale against San Diego gave Oakland the dubious double-double NFL record of most penalties and most penalty yards in a single season.Earlier, a personal foul on Matt Giordano gave the Raiders the single-season mark for penalty yardage.After the Cartwright hold, the Raiders had 159 penalties on the season for 1,333 yards. The 1998 Kansas City Chiefs had 158 penalties for 1,304 yards.
