Raiders keep penalties at bay

OAKLAND -- Hue Jackson caused a stir across the NFL with his comments after last week's victory at Minnesota, in which the Raiders were assessed 12 penalties for 117 yards.The rookie Oakland coach wanted a more fair approach to penalties and many wondered if it would backfire on the Raiders.Sunday, in the Raiders' 25-20 victory over Chicago, penalties were a relative non-issue.After picking up just one penalty in the first half, the Raiders finished with six for 44 yards, and only one was on the defense. They did not have a single 15-yard personal foul penalty after coming into the game with a league-high 17 defensive foul penalties, the most in the NFL since Kansas City had 19 such infractions in 1998."Well, one of our goals is to be an intelligent football team," Jackson said. "The key is, we want to keep stacking intelligent wins on top of intelligent wins."It's taken awhile to get this elephant out of the room, but it's still thereit's one game that way. We have to do it consistently and, again, we do need to be an intelligent football team, and we will as we keep moving forward."The only other game the Raiders had fewer penalties this season was against Cleveland on Oct. 16, when they were flagged five times for 35 yards.
