SANTA CLARA -- Outside linebacker Ahmad Brooks was fined 15,000 for roughing the quarterback from the 49ers' 26-0 victory over the St. Louis Rams on Sunday.Brooks was penalized in the fourth quarter. He was fined for striking Rams quarterback A.J. Feeley in the head and neck area, a league spokesman said.Also, Rams running back Jerious Norwood was fined 7,500 for his chop block on 49ers outside linebacker Parys Haralson in the second quarter.The 49ers had a chop block called against them on Thanksgiving against the Baltimore Ravens that nullified a touchdown. However, the penalty called on 49ers running back Frank Gore did not warrant a fine from the league office.
