News of an agreement was first reported by Turner Sports.
Fultz worked out for the 76ers on Saturday.
The Celtics are expected to receive the No. 3 selection and a 2018 protected first-round pick (from the Lakers), according to The Vertical. If the 2018 pick does not go to Boston, they will instead receive a 2019 first-round pick from Philadelphia (from the Kings).
The Kings hold the No. 5 and No. 10 picks in the first round as well as No. 34 in the second round.
